The document that tells us what the government is planning for a no-deal Brexit, has now been published. 



But there is one section that ministers and civil servants do not want us to see –

 Paragraph 15, which is all about fuel and the potential loss of 2,000 jobs with two refinery closures. 

The government says that it has been redacted ‘on the grounds of commercial sensitivity’. 

The document was originally leaked over the summer to the Times, but it has been tweaked in parts. 

This is what it says according to the original leak in August: 


15. Facing EU tariffs makes petrol exports to the EU uncompetitive. Industry had plans to mitigate the impact on refinery margins and profitability but UK Government policy to set petrol import tariffs at 0% inadvertently undermines these plans. 

‘This leads to significant financial losses and announcement of two refinery closures (and transition to import terminals) and direct job losses (about 2,000). 

The bit that Boris doesn’t want you to see is about petrol exports to the EU 

 ‘Resulting strike action at refineries would lead to disruptions to fuel availability for 1-2 weeks in the regions directly supplied by the refineries.’

 In the short five-page document it is the only point that has been redacted with big black bars covering the text, but will be visible to the privy council. 

The rest of the document appears to give the worst-case scenario for Brexit including rioting in the streets, medical shortages, significant energy price rises and food supply issues.
